This is the citizen’s opportunity to make a presentation, ask questions of the City Council, or otherwise be heard at the City Council Meeting. No action will be taken on any matter raised by a citizen, but items suggested for action may be placed on the agenda of a future meeting. Due to the numerous agenda items and limited time for the Council Meeting, each citizen’s comments are limited to a total of three minutes.

All items listed under the consent agenda are routine by the City Council and will be enacted by one motion in the form listed below. There will be no separate discussion of these items.
If discussion is desired, that item will be removed from the consent agenda and will be considered separately.

7. Consider and take possible action on approving and adopting 2025-2026 fiscal year budget and ORDINANCE 2025-04 adopting the budget.
8. Consider and take possible action on approving and adopting the voter approved tax rate of 0.213421/100 for the Fiscal Year 2025-2026 and ORDINANCE 2025-05 adopting the tax rate.
9. Consider and take possible action on approving ORDINANCE 2025-06, a NEGOTIATED settlement between the Atmos cities steering committee (“ACSC”) and ATMOS ENERGY CORP., mid-tex DIVISION regarding the company’s 2024 rate review mechanism filing.
10. Consider and take possible action approving a RESOLUTION 2025-01 approving a NEGOTIATED settlement between the Atmos Cities steering committee (“ACSC”) and ATMOS ENERGY CORP., mid-tex DIVISION regarding the company’s 2024 rate review mechanism filing.
11. Consider and take possible action on staff hourly increases.
Texas Government Code 551.043 (HB1522), Tax Payor Impact Statement:
The fiscal year 2025 (tax year 2024) adopted tax rate of $0.226135 per $100 of value on the median homestead taxable value of $166,098.35 resulted in a $375.61 tax on the median homestead. The proposed fiscal year 2026 (tax year 2025) budget, based on a Proposed Tax Rate of $0.213421 per $100 of value on the median homestead taxable value of $306,737, would result in a $654.64 tax on the median homestead. The adoption of the balanced budget, funded at the No New Revenue rate (NNR) of $0.206204 per $100 of value on the median homestead taxable value of 306,737, would result in a $632.50 tac on the median homestead.
