1. City Council: Call to Order and Identification of a Quorum.

2. Pledge of Allegiance.

3. Citizens’ Comments:
This is the citizen’s opportunity to make a presentation, ask questions of the City Council, or otherwise be heard at the City Council Meeting. No action will be taken on any matter raised by a citizen, but items. suggested for action may be placed on the agenda of a future meeting. Due to the numerous agenda items and limited time for the Council Meeting, each citizen’s comments are limited to a total of three minutes.

4. City Council Consent Agenda.
All items listed under the consent agenda are routine by the City Council and will be enacted by one motion in the form listed below. There will be no separate discussion of these items.
If discussion is desired, that item will be removed from the consent agenda and will be considered separately.
A. Approval of Minutes from previous meeting.
B. Approval of Financials

7. Consider and take possible action on approving the Ellis County Emergency Management Plan.

8. Consider and take action on approving 2026-2027 FY Budget and Ordinance 2026-03.

9. Consider and take action on approving and adopting the tax rate of 0.26/$100 of value for the Fiscal Year 2026-2027 and ORDINANCE 2026-04 adopting the tax rate.
